4 – Italy vs Netherlands (2000), Turkey vs Croatia (2008), Spain vs Switzerland (2020)

All ended 3-1

If the World Cup were to be included in this the record low would be Ukraine-Switzerland in 2006 which finished 3-0 (it gives Switzerland the unwanted record of being the only country to take part in a Euros or World Cup shoot-out without scoring a penalty).
