Apparently at least some of the files were not redacted correctly. Instead of using the redaction feature in Adobe they simply highligted the page with the black marker. All you have to do is copy and paste the page and you get the whole unredacted version.

Now either this is some patriot finding a way to get the files out or it's complete incompetence...

Or they wanted you to find it to cover up something even more troubling who f***ing knows at this point.
